Hi Tommy,
Normally you should find your Library panel under Windows -> Libraries.
If not you may need to check under help (windows) if you are logged in (this is a requirement for this function). To get all to default setting test the down below steps.
1. Reset the preferences:
A:If a tool is behaving erratically, first try resetting just that tools preferences, via the method outlined by Len Hewitt in the post below this one.
If you have larger troubles, hold down Alt, Ctrl, and Shift keys (Mac: Command, Option, Shift) while starting up Photoshop. A dialog box will appear asking if you wish to delete the preferences/settings file. (How to delete/reset Photoshop preferences)
2. Try to rename the oobe and run PS CC 2014.2 again:
- Mac OS: Rename the /Library/Application Support/Adobe/OOBE to OOBE.old.
- Windows: Rename the following OOBE folders to OOBE.old:
- \Program Files (x86)\Common Files\Adobe\OOBE
- \Users\\AppData\Local\Adobe\OOBE
