As Sheena indicated the Exit Code 7 usually indicates a file permission failure. Perhaps this is also preventing you from viewing the EULA when it was still installed. Was there any type of migration/copying of applications done on this computer or is this a clean installation?
I would recommend reviewing your installation log files to determine the exact location of the file permission failure. You can find details on how to locate and interpret your installation log files at Troubleshoot install issues with log files | CC - http://helpx.adobe.com/creative-cloud/kb/troubleshoot-install-logs-cc.html
