Application Manager doesn't work

I migrated my old Mac to my new Mac.  I forgot to sign out of CC prior to doing this.  As soon as I opened Lightroom on the new Mac, I was told the Application Manager needed to be "fixed" and given a link to update it.  Once updated, the Creative Cloud desk window is blank.
