How do you get the formatting (rows and columns) to carry over correctly when exporting a PDF to Excel?

I downloaded Acrobat XI and am trying to export a PDF I downloaded to Excel format.  I can create the Excel file, but the rows and columns are all jumbled up.  How do you make sure the formatting stays intact?
