You CAN share custom snippets — if you put them/create them within their own folder in the Snippets folder. (Click the New Folder icon at bottom of Snippets panel.)
Name the folder whatever you like, then drag your custom snippets in there.
THEN you can share that with folder with someone else by duplicating it where it lives:
inside Library/Application Support/Adobe/Dreamweaver CC 2014/en_US/Configuration/
Send/pass the duplicate folder to the other person, who can drag it to same Configuration folder AFTER first quitting DW. (This is on Macs, path may be a bit different on PCs but same idea).
