Go to the library and pick out 100 different dictionaries. They all do the same thing. Why? Because it's a non-written standard rule for typesetting.
The fact you do it differently doesn't mean that you're doing it right, or InDesign is doing it wrong, it's just done differently.
InDesign doesn't cater for the style of Running Head you want.
