I'm really running out of ideas. You have downloaded a new copy of the installer hopefully use CC 2014 menu Help>Update to get the update. Still the ScriptingSupport.8li plug-in which is in the right location is not being loaded by CC 2014.  Something seems to be blocking that.  Have you run a virus scan?   The only other things  I can think of is to create a new userid on your machine log off of your user id and log in with the new ID and see if Photoshop will run from that ID.  And finally there is a Windows 32bit version of  CC 2014 you can download install and try.  I have not install the 32 Bit version of CC 2014,  I have CS2 32bit, CS6 23 and 64 bi, CC 32 and 64 bit installed and only CC 2014 64bit versions installed.
