When I want up upload a file to Dropbox I copy or drag it to the folder My Documents/Dropbox and it is automatically sent to my dropbox.com desktop. Likewise if I drag a file from my PC onto my dropbox.com desktop, a copy of the file is automatically placed in My Documents/Dropbox. I'm guessing PSE does something similar when you do a file>Send to >Dropbox.
