For the benefit of the board, I will repeat what the knowns are.
1) this is on Windows 8.1,
2) this has been found to be a creative cloud authentication issue that launches the alert as reported by wispen42 in comment 42 on this thread. I'm not going to deactivate and reactivate to fix this. Everything else I use in CC works fine. This is a Dreamweaver-centric issue.
The fact that any adobe software uses an alert prompt that disables all functionality and no choice by said alert prompt works and the alert stays and stays until it decides to go away by itself. Then it comes back and goes away again as it pleases.
I am more for calling the correction of this bug, I'm calling for the wholesale abolition of any alert prompt that isn't a yes or no question. If it has to do with something malfunctioning or services like ftp running in the background, it should not be there. It should gracefully display somewhere unobtrusive and allow you to carry on.
When it interferes with your ability to open or close the entire application, it frequently happens on startup or close) and after it has been idle for a while, that's just inexcusable. It has happened to me while saving a file. It's like when you wind up on a malware site that doesn't let you close your browser. It's THAT level of annoying.
