Yes. For example of where this was the cause of the problem. .
It took me about 5 seconds to find that thread, and it's not the only one where a conflict with an audio device proved to be the cause of the problem.

Since you've consulted our technical support, it's a pretty safe bet that you already have this covered, but just in case... Have you checked the user permissions for various folders that Premiere needs to write to, as discussed in this blog post: fixing permissions problem that impedes start of Adobe applications | After Effects region of interest ?
